Rakennuksen urakoi Rakennusliike T. Tuovinen. Talon vihkiäiset pidettiin 30.9.1984. Rakennus edusti ajankohtanaan uutta "Oulun koulun" arkkitehtuuria, joka pyrki ilmentämään paikan henkeä ja perinnettä modernistisella muototulkinnalla. Rakennus koostuu kahdesta rakennusmassasta, joita yhdistää ylikulkusilta. Julkisivumateriaaliksi valittiin punatiili, jota on elävöitetty rappauspinnoilla ja puusäleiköillä. Kuntamuodon muuttuessa vuonna 1993 rakennus nimettiin kaupungintaloksi.
