Rakennus edusti ajankohtanaan uutta "Oulun koulun" arkkitehtuuria, joka pyrki ilmentämään paikan henkeä ja perinnettä modernistisella muototulkinnalla. Rakennus koostuu kahdesta rakennusmassasta, joita yhdistää ylikulkusilta. Julkisivumateriaaliksi valittiin punatiili, jota on elävöitetty rappauspinnoilla ja puusäleiköillä. Kuntamuodon muuttuessa vuonna 1993 rakennus nimettiin kaupungintaloksi. Vuonna 1935 rakennettiin Eino Mikkosen piirustusten pohjalta jäähuoneen päälle viisi asuinhuonetta. Vuonna 1938 ryhdyttiin vastaanottamaan myös maitoa ja meijeri muuttui maitomeijeriksi. Rakennusta laajennettiin 1950- ja 60 -lukujen vaihteessa, jolloin tehtiin maidon vastaanottohuone ja lämpökeskus. 1960- ja 70-luvuilla tehtiin useita laajennuksia ja muutoksia. Vuonna 1979 siirryttiin voimariinin valmistukseen ja vuonna 1984 valmistui voimariiniosasto. Meijerin toiminta päättyi vuonna 1996. Meijerin alueella ovat arkkitehti Aarne Timosen suunnittelema vuonna 1953 valmistunut 2-kerroksinen asuinrakennus ja Veikko Larkaksen suunnittelema vuonna 1961 valmistunut konttori- ja asuinrakennus.
