Sen rakennutti ja lahjoitti Turun kaupungille kauppaneuvos Fredric von Rettig. Rakennuksen suunnitteli hänen vävynsä K. A. Wrede ja se on pinta-alaltaan noin 2 900 m². Se edustaa hollantilaista myöhäisrenessanssia, ja sen esikuvana on ollut Tukholman ritarihuone. Kirjastotalon ensimmäisessä kerroksessa toimi työväestölle tarkoitettu kansankirjasto ja toisessa sivistyneistölle tarkoitettu kaupunginkirjasto.
