Rakennuksen urakoi Rakennusliike T. Tuovinen. Talon vihkiäiset pidettiin 30.9.1984. Rakennus edusti ajankohtanaan uutta "Oulun koulun" arkkitehtuuria, joka pyrki ilmentämään paikan henkeä ja perinnettä modernistisella muototulkinnalla. Rakennus koostuu kahdesta rakennusmassasta, joita yhdistää ylikulkusilta. Julkisivumateriaaliksi valittiin punatiili, jota on elävöitetty rappauspinnoilla ja puusäleiköillä. Kuntamuodon muuttuessa vuonna 1993 rakennus nimettiin kaupungintaloksi. J. Mustosen</strong> talossa. Tilat olivat kuitenkin liian pienet, eikä muita sopivia paikkoja kokouksia, iltamia, teatteria tai konsertteja varten ollut. <br /><br /><strong>Kaupungintalon</strong> rakentamista oli suunniteltu jo 1890-luvulla, mutta tärkeämmäksi rakennushankkeeksi koettiin mm. tyttökoulu.<br /><br /><strong>Eliel Saarisen</strong> suunnitelma voitti kilpailun, joka järjestettiin kaupungintalon piirustuksista. Rakennuksessa edelleen sijaitseva ravintola herätti aikanaan kiivasta vastustusta, sillä se koettiin epäsopivaksi, ehkäpä kaupungissa voimakkaasti vaikuttaneen raittiusaatteen hengen takia. Kaupungintalo valmistui vuonna 1914.<br /><br />Vihkiäisjuhlan ohjelmasta löytyy esiintyjälistalta seuraavia nimiä: Joensuun Musiikkiyhdistyksen orkesteri ja kuoro johtajanaan Arvi Karvonen, Katajan mieskuoro ja soolotanssin esittäjä Hilma Liiman.
